What does responsibility transfer cost you in 2026?

About fees and the calculation
Do the fees include VAT?
No. All fees are without VAT, shown in lei per kilogram or per tonne of packaging placed on the market, depending on the unit you choose. The calculator shows the estimated annual cost without VAT.
What do municipal waste and industrial/commercial waste mean?
Municipal waste comes from primary packaging: what reaches the consumer together with the product (the juice bottle, the cereal box, the parcel). Industrial/commercial waste comes from secondary and tertiary packaging, which stays with companies: multipacks, pallet wrap, pallets, transport boxes. If you have both, fill in both columns. Why does the AFM contribution not apply to the whole quantity?
The law requires you to recycle a share of each material (for example 75% for paper and cardboard; for plastic, 65% for PET and 50% of total plastic) and, overall, at least 70% of everything you place on the market, the overall recycling and recovery objective. The 2 lei/kg contribution is owed for the difference between this objective and what you prove recycled. Paying it does not mean you have met your obligation: it is the consequence of not meeting it. With a PRO, the fee applies to the whole quantity placed on the market, but it is several times lower per kilogram.
